All you need is a soft brush and adjust your settings to luminosity, O.o

Well, your dragons don't really have to be an electric type to have glowy eyes. :XD: You could draw them in a night time or dark scene and their eyes could just randomly glow. Its fantasy stuff dude anything goes! :thumbsup:
